Stages and Strategies for Urban Improvement

Initial situation

In the cantonal network, Oberwilerstrasse is a main road (HVS) with a daily traffic volume of approx. 10,000 motor vehicles. From Herrenweg onwards, Oberwilerstrasse was restricted to a maximum permissible width of 2.30 m for vehicles. At the entrance to Allschwil, in the Himmelrichweg area, there is a speed limit of 40 km/h.

The road surface along the entire stretch between the village square and Himmelrichweg was in poor condition and has had to be repaired in places in recent years.

The pipes renewed in stage 1 were continued or renewed in stage 2. The municipality of Allschwil and the works are planning extensive sewer and water pipe construction work. The canton is renewing Oberwilerstrasse (surfacing and foundation layer) and the alignment in connection with the pipeline work to make it safer for pedestrians. The construction project for the necessary land acquisition and easements has been published.

Planning approval procedure

The construction project "Allschwil Oberwilerstrasse stage 2, section: Ochsengasse to Himmelrichweg, renewal of roadway and extension of sidewalk (index dated 2.12.2016)" approved by the Department of Construction and Environmental Protection on 13.03.2017 was made available to the public at the Allschwil municipal administration for 30 days from 28 January 2019 to 27 February 2019 in accordance with Section 13 of the Spatial Planning and Construction Act.

After settling various objections, the implementation planning, tendering and execution could be definitively planned.

Dates

The civil engineering work was awarded to Ernst Frey AG on 31.01.2023. Pipeline and road construction work: March 6, 2023 to the end of December 2023.

Surfacing work: expected spring/summer 2024.

Traffic concept and construction schedule

During the construction work, through traffic on Oberwilerstrasse could be maintained due to the road and utility line work. Traffic was diverted via Herrenweg and Binningerstrasse in both directions. During the respective construction phase/construction site, access to the construction site is permitted from Herrenweg or from the village square. The private access roads in the respective construction phase is closed due to the space available. The municipality of Allschwil provided alternative parking spaces on the installation site.

The construction work will therefore be carried out in the following 4 main stages (from bottom to top):

  • Construction stage 1: Ochsengasse to Sybillenhofweg (approx. 50 m)
  • Construction stage 2: Sybillenhofweg to private road plot B-2355 (approx. 40 m)
  • Construction stage 3: Private road plot B-2355 to Rebgässli (approx. 30 m)
  • Construction stage 4: Rebgässli to Himmelrichweg (approx. 200 m)

The final stage Rebgässli to Himmelrichweg was divided into two sub-stages (4a, approx. 115 m and 4b, approx. 85 m) up to the private driveway on plot no. C-2735.

Construction stage 5/parallel stage: Inliner renovation of the wastewater sewer section Rebgässli to Himmelrichweg. Important: The individual construction stages were completed warm in warm, from the sewerage system, the utility work and the road construction to and including the asphalt base and binder course, and only then could the next stage be started.

Public information

A public information event on all stages of the Oberwilerstrasse construction measures took place on Tuesday, February 3, 2015 in the auditorium of the Lettenweg school in Allschwil. Information was provided primarily about the first construction stage in the Dorfplatz/roundabout section up to Ochsengasse, which was completed in 2015, but also about the overall project up to Oberwil secondary school. Initial information about the construction site for the second stage was provided in November 2022 by means of public advance information (information letter and publication on the TBA BL website).

A second information letter with the dates of the actual start of construction was generously distributed in Allschwil at the end of February 2023. In addition, the direct neighbors were informed with a separate detailed letter. A QR code on the letter refers to the BL homepage, where further information and documents (all public information + plans) are available. In addition, a media release was published by the media office of the canton of BL on 27.02.2023. The media release was published in the Allschwiler Wochenblatt on March 3, 2023. The residents affected will be informed by separate letter for each stage. The waste disposal companies were already informed by the site management. Construction site information was posted on the BL canton website and was updated on an ongoing basis. Construction site information has also been posted on the municipal website. During the construction work, information was communicated by the foreman or by the site management directly or by letter to residents for the respective construction stage

Technical details

Archaeological protection zone:

  • There is an archaeological protection zone in the section from Ochsengasse to plot B-2355.

Village center / monument protection: crack logs/vibration measurements:

  • The construction work took place in the village center of Allschwil. Various listed properties border the road, which was recorded with crack logs before construction begins and monitored for vibrations during the construction work. The contractor was responsible for carrying out the construction work with as little vibration as possible (if necessary, use appropriate machines or adjust/reduce the power).

Installation site:

  • An area of approx. 500 m2 was available for the installation site on plot no. C-616. The agreement and compensation with the owners and the tenant was made directly by the municipality of Allschwil. The municipality provided 8 replacement parking spaces on the installation site for direct neighbors.

Primeo:

  • An area of approx. 500 m2 on plot no. C-616 was available for the installation site. The agreement and compensation with the owners and the tenant were made directly by the municipality of Allschwil. The municipality also provided 8 replacement parking spaces on the installation site for direct neighbors.

Low-noise surfacing:

  • A low-noise surface was installed (SDA 8-12). The SDA 8-12 with PmB HiMa (highly modified asphalt binder) bitumen was laid in one go over the entire perimeter.
